I doubt the rat poison solutions would accomplish anything though. Maybe even encourage the crackhead(s). Having heard many stories from friends and AA members, I don't think coating a crackpipe with poison would discourage anyone, especially having head about people doing meth cut with silica powder and ketamine with chlorox.
